R&D Center “The Republican Proving Ground for Mobile Machines Testing” is accredited by the National accreditation system of the Republic of Belarus in compliance with STB ISO IEC 17025, it is a Testing Center E 28/Q under 1958 Geneva accord, it was included on the Unified Registry of certification authorities and test laboratories (centers) of the Customs Union, carrying out assessment of compliance of products with the Technical Regulations of the Customs Union.

Main areas of activities
Carrying out of certification tests of all categories of vehicles to obtain the certificates of conformity, the reports concerning the regulatory approval of vehicle type with regard to individual properties pursuant to the UN Rules and vehicles type approval to release on the territory of the Customs Union. Certification of motor vehicles
Certification tests of motor vehicles are conducted on the basis of a decision by the Certification Authority. The applicant is required to send an application indicating the test object and a list of properties for which it is necessary to conduct tests. The application is required to be enclosed with Technical descriptions of the properties, according to the application, as well as general technical description of the vehicle.

Verification of the requirements to individual vehicles prior to their release into circulation
As an applicant stands a vehicle manufacturer or his authorized representative acting on his behalf, or any person carrying vehicle imports to the single customs territory of the Customs Union, or his representative.
• Upon the examination of a vehicle, manufactured in a member state of the Customs Union under the conditions of mass production, which is constructed and individually modified by the agreement with the vehicle manufacturer before the release into circulation, as a manufacturer's representative serves a person carried out the introduction of these changes in vehicle design.
• Upon the examination of a vehicle, released into circulation from the previous state defence order, as an applicant stands a person carried out the release of the vehicle into circulation.
Conformity assessment of a single vehicle is conducted as follows: 1) submission of an application and a set of required documents 2) decision-making on the application within three working days 3) identification of a single vehicle 4) verification of compliance with the requirements provided for in paragraphs 11–14 and addendums №№ 4–6, paragraph 4 of addenda 7 TR CU 018/2011 “On the safety of wheeled vehicles” by the technical expertise of design and, if necessary, tests1 5) preparation of record of vehicle’s construction technical expertise 6) execution of vehicle safety certificate and its assignment to the applicant
In case of non-conformity of a single vehicle with Technical Regulations of the Customs Union 018/2011, the vehicle can be brought into compliance and submitted to the laboratory for reassessment of compliance.
If a single vehicle is of the type for which approval is valid, thus the Motor Vehicle Safety Certificate is executed on the basis of this approval of a vehicle type

The list of required documents
1The records of tests conducted in an accredited testing laboratory can be used as evidentiary materials confirming the compliance of a single vehicle requirements specified in Annex 4–6 to this technical regulation. If an applicant provides a regulatory approval of the vehicle type contained in the UN regulations № 10–12, 14, 16–18, 21, 26, 34, 39, 46, 48, 58, 73 and 107, the technical expertise on the relevant sections of the application № 4 to this technical regulation is not carried out.
Verification of the requirements to vehicles in service in case of changes in their design (modifications of vehicles)
The objects to verification are vehicles issued in circulation and passed the state registration with changed design (construction) parameters or components.
An introduction of changes in the design of a vehicle and subsequent verification of compliance with the requirements of technical regulatory legal acts that establish requirements for vehicles with regard to road safety are carried out under the permission and under the control of the Driver Licensing Office of the Road Safety Unit at the place of registration of the vehicle.
As an applicant stands a vehicle owner or his authorized representative acting on his behalf.
An applicant must apply to the Driver Licensing Office of the Road Safety Unit at the place of registration of the vehicle and receive a referral for the technical expertise of the modified vehicle.
Submit an application to the R&D Center “The Republican Proving Ground for Mobile Machines Testing”.
Provide a vehicle for the technical expertise of the design, carrying out the necessary tests and measurements at R&D Center “The Republican Proving Ground for Mobile Machines Testing” at the agreed time. The vehicle should be clean and in a technically sound condition.
In case of non-conformity of a vehicle with technical regulatory legal acts, that establish requirements for vehicles with regard to road safety, the vehicle can be brought into compliance and submitted to the laboratory for reassessment of compliance.
According to the results of the technical expertise of the vehicle’s design (construction), tests and measurements, a protocol of scientific and technical expertise (tests) of the modified vehicle and a statement on conformity of the modified vehicle with safety requirements are drawn up, and then passed to the applicant.

Declaration on the quantity and quality of the work performed in the manufacture of the vehicle
Personal identity document of the applicant/certificate of state registration
Conformity assessment of a single vehicle manufactured individually with technical creativity is conducted as follows: 1. Submission of an application and a set of required documents 2. In case of non-conformity of a single vehicle with Technical Regulations of the Customs Union 018/2011, the vehicle can be brought into compliance and submitted to the laboratory for reassessment of compliance.

Assignment and application of the vehicle identification number (VIN)
In compliance with Paragraph 3 of the Technical Regulations of the Customs Union 018/2011 “On the safety of wheeled vehicles” each vehicle has a unique identification number (VIN).
The Research and Development Center “Republican Proving Ground for Mobile Machines Testing” is authorized to assign and apply the Vehicle Identification Number (VIN) on the vehicles manufactured individually with technical creativity, as well as on the vehicles in service in case of loss of the identification number.
Assignment and application of the vehicle identification number (VIN) on single vehicles manufactured individually with technical creativity are conducted during the verification of compliance with the requirements to vehicles before their release into circulation.
Assignment and application of the vehicle identification number (VIN) on the vehicles in service in case of loss of the identification number are conducted by the assignment of the Interdistrict Registration-Examinational Office of the State Automobile Inspectorate at the place of registration of the vehicle.
As an applicant stands a vehicle possessor or his authorized representative acting on his behalf.
