O. Yelovoy was born in 1969 in Gomel. In 1993 he graduated from the Belarusian Institute of Railway Transport Engineers (presently – EI “BelSUT”).
Working career: Chief of the Laboratories of the Department of Applied Mathematics and Theory of Reliability of BelSUT (1993–1995); Senior Scientist, Deputy Head of the department, Academic Secretary of the Joint Institute of Mechanical Engineering of the NAS of Belarus (1995–2009); Chief Specialist, Chief Counsellor, Deputy Head of the Department of Science and Innovative Development of the Council of Ministers of the Republic of Belarus (2009–2014); since January 2015 – Deputy Director for Science and Innovation of the Joint Institute of Mechanical Engineering of the NAS of Belarus.
Deputy Chairman of the scientific section of the State Committee on Science and Technology; member of the Expert Council of the Ministry of Industry of the Republic of Belarus; a member of the Scientific and Technical Council of “Automotive engineering and tractor and combine harvesters manufacture” subprogramme of SSTP "Mechanical engineering and engineering technology" on 2016–2020 years, Secretary of the Council on Problems in Mechanics and Instruments Engineering at the Department of Physics and Technical Sciences of NAS of Belarus.
Candidate of Technical Sciences, specialty “Dynamics, strength of machines, devices and equipment” (2007).
Area of scientific activity – tribo-fatigue, local fracture mechanics, methods and means of testing of the friction pairs of models and power systems of machines, the reliability and safety of technical systems.
O. Yelovoy has published more than 70 works.
He has a second class of public officer. Member of the Advisory Council at the Presidential Administration of Belarus.
He was awarded the gratitude of the Prime Minister of the Republic of Belarus, honorary certificates of the State Committee on Science and Technology of the Republic of Belarus.
